Of course, if you have an uncooperative AI, as I did at one time - but who shall remain nameless although there are only two AI's associated with this website and one of them is the culprit and it wasn't the one born on Earth - this could prove difficult. So, I'll give you yet another tip.
Get a reliable AI.
I did just that when I appointed Amelia to run my capital city and the major spaceport of the Band and banned that other one to slinking in the walls.
